Practical Guide to Compiling the Index of Industrial Production (IIP) for CIS countries (in Russian) (Report)

This report represents the first Russian language version of the “International Recommendations for the Index of Industrial Production”, summarizing the methodological guidelines behind the Index of Industrial Production (IIP) by UNDESA (United Nations Department of Economic and Social Affairs). The IIP is one of the most widely used short-term indicators of global industrial statistics and a fundamental resource for statisticians.

National statistical offices and users of statistical data (including politicians, state-level decision makers, the media as well as the academic and business communities) in CIS countries are the target audience of this report, as they previously implemented different methodologies for IIP compilation. The harmonization of industrial statistics with international standards will enhance the statistical capacity of the national institutions in these countries, enabling them to produce high quality and comparable data relevant to industrial development policy.

To this end, the report compiles wide-ranging recommendations that address various approaches used to measure industrial production, methods to obtain industrial production volumes, and index types used to compile IIP. It provides a step-by-step guide to building the index from scratch and describes specific topics relevant to the construction of the IIP, such as re-weighting, linking and re-referencing.
